A memorandum of understanding has been signed in Saint-Chamond between Manvel Paramazyan, Mayor of Kajaran; Axel Dugua, Mayor of SaintChamond; Thierry Kovacs, Mayor of Vienne and head of the Auvergne–Rhône–Alpes – Syunik Sister Cities Network; and Hélène Ohantjanian, program coordinator of the “France–Armenia Protestant Union” organization. The document aims to lay the foundation for the creation of a Francophone cultural center in Kajaran, strengthening cooperation between the parties in the promotion of the French language and the development of educational, cultural, and intercultural initiatives. The planned center will serve as a key space for French language instruction, cultural events, meetings, art programs, and the wider dissemination of French culture. During the preparatory phase, the parties plan to conduct a feasibility study, select a potential venue for the center, develop management and funding models, and draft a future agreement. Overall coordination of the initiative will be overseen by the Sister Cities Network, while local technical supervision will be carried out by SPFA. Saint-Chamond has committed to providing professional, linguistic, and cultural support, involving its educational and cultural institutions and identifying potential French partners. For its part, Kajaran has pledged to provide premises for the center, ensure necessary permits, assist the operator organization, and participate in selecting teachers and developing a funding model. The center’s mission will include holding French language courses, organizing cultural and educational initiatives, promoting school and professional exchanges, creating an accessible environment for Francophone resources, and developing youth-centered programs. The preparatory stage will be managed by a joint committee that will hold regular meetings to ensure a coordinated and transparent process. There are no mandatory financial commitments at this stage, with each party covering Its own expenses; the center’s budget will be defined in the final agreement.
