YEREVAN /ARKA/. By the end of 2025, approximately 4,040 families who were forcibly displaced from Nagorno-Karabakh have applied for and received housing certificates, as announced today by Social and Labor Minister Arsen Torosyan. “Out of these, 1,755 families have already utilized their certificates. Most of these families are large, averaging about five members each. Therefore, around 20,000 individuals have bene- fited from these certificates,” Torosyan mentioned. He also addressed concerns regard- ing the adequacy of the funds provided by the certificates for purchasing hous- ing, not just in Yerevan but also in re- gional areas. “The amount of funding is influ- enced by several factors. If the funds are not enough for the desired hous- ing, individuals can opt for loans or add their savings. The policy aims for an even distribution across regions and to alleviate congestion in Yerevan,” Toro- syan explained. Additionally, he reminded that acquiring a certificate necessitates obtain- ing Armenian citizenship. “Certain groups are encouraging those displaced from Nagorno-Kara- bakh to give up their Armenian citizen- ship,” Torosyan remarked. The program offers a certificate for buying an apartment or a private house, as well as for constructing a private residence. This certificate can also be applied to settle an existing mortgage. Each family member is eligible for sup- port ranging from 3 to 5 million drams under this program. Previously, during the parliamenta- ry debate on the 2026 draft state budget, Torosyan indicated that the total fund- ing for this program is projected to be around 800 billion drams. The minister highlighted that the budget for support initiatives for com- patriots displaced from Karabakh in 2026 will reach 55 billion drams, which is an increase of 20 billion drams (57.1%) compared to the previous year. He noted that this budget encompasses both the housing program and ongoing support.
