The key idea of the project is to launch (reopen) and develop transport links between Armenia, Georgia, Tur- key, Azerbaijan, and Iran through the use of roads, railways, cables, pipe- lines, and power lines. This will create a short and effi- cient route between the Caspian and Mediterranean Seas, as well as a route from the Persian Gulf to the Black Sea. According to Armenia, all infra- structure operates under the sover- eignty and jurisdiction of the countries through which it passes; each country implements border and customs con- trol within its own territory, ensuring the safe movement of goods, vehicles, and people.
